authentic traditional number you need to be a official resident, with one great new phenomenon. You can now buy pre-paid SIM cards from the the Costa Rica telephone company ICE (pronounced "EEEE Say"). You can purchase them from the booth in the San Jose airport or from any native ICE office around the country. They give you a number plus pre-paid minutes and can be recharged at any ICE office. They offer both bands (3g 850 & 2g GSM 1800), they also offer in country only and in country including International direct dialing. The charges for Costa Rica to Costa Rica are only about .05 to .08 a minute depending on the SIM card you purchased. Dialing direct to USA costs about $1 a minute. I truly recommend acquiring a local pre-paid calling card to make International calls. This would be least expensive way to make International calls.
Wi-Fi is present around the country especially in San Jose, but not as much as I would like to see. So you can place no cost Skype calls on the Wi-Fi. If you own a Skype To Go number you can forward that to your Costa Rica number and just hand out your Skype number and it will connect through to your cellphone (per minute fees will apply for both the forwarded Skype and the cellular minutes).
The other alternative is leasing a cellular phone for your stay. This can be a superb choice if you don't want to have to invest in a new mobile phone, exclusively for while you are in Costa Rica. They cost from $4-$13 a day depending on choices.
There is a whole lot of outdated details on mobile phones in Costa Rica. This information is up-to-date as of Fall 2010 and I hope it helps you in getting the most out of your Costa Rican journey.
