Step 1
Create a business plan. You need to find your target market (the people you will sell to), decide how to communicate with them, find out who your competition is, and decide how you are going to be different from your competitors. This will serve as the basis for your online business plan.
Step 2
Set your goals. In business, setting goals is very important. It will help you point your online business in the right direction and will keep you focused on achieving the results you've set for yourself. Your goals can be set as short, medium and long term goals. Short term goals are what you want to achieve in the next 6 months, medium term goals are 1-2 years and long term goals are 5 years or more.
Step 3
Do a quick Mind Map. Mind Mapping is simply a brain dump onto paper in an organized fashion. For example, if you're going to do a mind map about goal setting, it could look something like this:

SMART Goals

- measurable
- attainable
- realistic
- timely
And keep writing as long as thoughts pop into your head.
By taking a couple hours before you start your online business and doing a bit of ground work, you'll have a basic direction for your business and some goals that you can work towards. It could very well be the best couple hours you spend to set up your online business.
